«A recent study by the Aga Khan University on Tanzanian youth has revealed striking things about the country's young generation, especially on what they think of their future.

»Creating new employment opportunities for youth is a critical agenda in all economies, and Tanzania is no exception. According to official data from the National Bureau of Statistics (NBS) in 2014, the economy created 282,382 formal-sector jobs while an estimated 800,000 to one million youth entered the labour market at the same time.

»To the most educated bulk of the youth, university graduates, employment is only 40 per cent. Thus it comes as no surprise when 57 per cent of the youth mentioned unemployment as their major concern which the government should urgently address.

»The study titled The Tanzania Youth Survey Report commissioned by the university's East African Institute, alarmingly revealed that 60 per cent of Tanzania's youth believe it doesn't matter how a person makes money, as long as they don't end up behind bars.

»It also shows that 44 per cent would easily take or give bribes, 45 per cent believe corruption is profitable and 58 per cent admire those making money by hook or by crook, only 23 per cent believes it is important to pay taxes, while 75 per cent say they are afraid of standing up for what is right for fear of retribution. The study incorporated a sample of 1,939 rural and urban Tanzanian youth.

»The data was presented by the Institute's Director Dr Alex Awiti who noted that the study should go a long way in shining the spotlight on anti-corruption measures being taken by President John Magufuli. Deputy Minister of State in the Prime Minister's Office (Policy, Parliamentary Affairs, Employment and the Disabled), Dr Abdallah Possi attended the launch of the report and said the ongoing anti-corruption drive is tailored to tackle such perceptions, noting that the country had reached unprecedented levels.


»The Future

»Sixty five per cent of the youth believe Tanzania will be richer materially, with better access to quality education and health, and more jobs for youths; 50 per cent said they aspire to venture into the world of business compared to 25 per cent who wish to pursue traditional careers like engineering, law medicine and teaching.

»In fact, already about 54 per cent of youth aged between 31 and 35 are in self-employment.

»While the study shows good signs of the emergence of self-driven and entrepreneurial young Tanzanians, the question how tough is the going for these young men and women.

»The struggle is real

»Tony Mwanri graduated in 2006 with a bachelor's degree in Civil Engineering (Structural) from the University of Dar es Salaam (UDSM), 10 years later today he is owning a growing construction company with 9 permanent staff and about 30 casual workers. However, the journey wasn't easy at all for him.

»Straight out of campus, Mr Mwanri opened a company, but with meagre starting capital and zero experience, the company collapsed after a few months.

»He then had to do what he didn't like, look for employment and got one. “I worked for a private company from 2007 to 2008. I went there to learn, and that I did.”

»With just a year into his job, he decided to resign and made a second try with his own company. However, due to his exemplary commitment, his boss refused to completely let go off him, he proposed a new deal which Mr Mwanri couldn't resist.

»“He offered my new company a subcontracting deal, and the paycheck grew from Sh380, 000 a month to millions,” he said.

»By 2009, his capital had reached Sh100 million, but the economic woes of the US at that time hit hard on him as well, he was dealing with an American company in installation of mobile phone towers, and they were affected by the credit crunch.

»“I was nearly on my knees for the second time, but at least I had a mentor now, my former employer. We decided to shift to construction and it boomed, here I'm now.”

»According to Mwanri, while there are lots of opportunities in the country to go for, there're a number of challenges that needs to be sorted out.

»“Top of the list is right information, I just had a scratchy knowledge of entrepreneurship, second and the biggest is capital or financial assistance as a whole,” he said adding, “interest is big in our banks, at 21 per cent many young entrepreneurs can't afford that, worse enough we have to compete with the Chinese who are enjoying loans of 1.5 per cent interest from their banks.”»

«Good afternoon. Ladies and gentlemen, you know that growth and jobs - and particularly youth employment - are at the heart of our agenda since the start of the Juncker Commission. When we started there were 5 million young people out of a job in Europe. We cannot allow that a whole generation of young people is being left behind. We need to do everything it takes to give them opportunities and a fair chance in life.

»This is why Member States adopted the Youth Guarantee three years ago, supported by a dedicated EU fund – the Youth Employment.

»When I started almost two years ago I remember vividly how the Youth Guarantee had been widely criticised in the press, how many people were saying that these are just empty words and promises. The start was short of easy and of course tackling youth unemployment is nothing the Commission can solve on its own.

»Today I am here to tell you: the Youth Guarantee and the Youth Employment Initiative work. Our efforts are bearing fruit.

»The report on the first years of the Youth Guarantee looks in detail into what has been achieved so far. And while we are by far not at the end of the road, I am convinced that we are driving in the right direction.

»Let me give you a few key figures from the report. In 2014 and 2015:

»_ 14 million young people registered in the Youth Guarantee scheme

»_ 9 million young people took up an offer

»_ At any point in time, about 2 million young people in the scheme.

»_ To date, Youth Employment Initiative actions have supported over 1,4 million young people

»And these are only the hard numbers. Much of the work that has been done is about structural reforms. The Youth Guarantee and Youth Employment Initiative are drivers for important structural reforms: Member States are adapting their Vocational Education and Training Systems to increase the number of quality apprenticeships and revamping their Public Employment Services.

»Structural reforms take time, so much of the fruit we will only be seeing in the coming years.

»_ However, we already see some encouraging trends now. And it is undeniable that the Youth Guarantee has also played its role in this context. Today we see:

»_ 1.4 million fewer young unemployed in the EU since 2013,

»_ 900.000 fewer young people not in employment, education or training (NEET).

»_ the youth employment rate is on the rise again, and it rises faster than the general employment rate

»But today it also time to draw lessons from the data and look at the challenges ahead. More efforts need to be made to reach out to low-skilled youth and those furthest away from the labour market. There is also room to further improve the quality of the offers and services provided to young people in many Member States.

»So we must keep up our political commitment to youth employment. From the Commission's side, we want to continue supporting Member States, and particularly the hardest hit regions.

»That's why we have proposed to further boost the Youth Employment Initiative with € 2 billion for 2017-2020. This will make it possible to support 1 million more young people until 2020 in Member States most affected by youth unemployment.

»Let me turn to our second topic today, which is also part of our agenda to create more and better job opportunities for people: the proposal to revise the Europass Decision. This proposal seeks to simplify and modernise EU tools and services for skills and qualifications.

»It is part of the New Skills Agenda for Europe that I presented in June. In a fast-changing global economy, skills determine Europe's competitiveness and the capacity to drive innovation.

»Thanks to the new Europass Framework, people will be able to identify and communicate their skills and qualifications in an easier and more user-friendly way. One of the services offered will be an improved tool for creating CVs and skills profiles. Users will also be able to access information on learning opportunities and guidance through the new Europass.

»The new Europass Framework will also allow an easier exchange of information, by being compatible with other services across the labour, education and training systems.

»Europass will not stand still: it will continue to evolve in line with users' needs and make best use of technology.

»The revised Europass will be an efficient tool to match the wishes and needs of job-seekers and employers.

»Youth in Europe needs to stay a fundamental priority for us. This was just recently reaffirmed by the Heads of State and Government in Bratislava. I will do everything I can to give each and every young person in the EU the opportunities they deserve. Thank you.»

«Visiting Dutch Prime Minister Mark Rutte said Wednesday that Korea and the Netherlands can benefit from each other if they collaborate to spur creativeness and innovation in their respective economies.

»Speaking to young Koreans in their 20s and 30s in central Seoul, Rutte said there was no authoritarianism and hierarchical culture in his country, and that such an atmosphere helped encourage the spirits of creativity, openness and challenge among the Dutch. He claimed that having fewer rules and regulations also facilitates creativity in the business sector.

»Rutte underscored entrepreneurship and small- and medium-sized enterprises as driving forces for job creation in the Netherlands.

»The meeting took place to offer Koreans a chance to learn about policies, education and other efforts by the Dutch government to support its young job seekers.

»The Presidential Committee on the Younger Generation organized the meeting at the Seoul Metropolitan Library. Some 60 college and graduate school students were invited to ask questions to Rutte.

»The Dutch Prime Minister has been making a return visit to Korea since Monday following President Park Geun-hye's trip to the Netherlands in March 2014. He will wrap up his visit Thursday.

»On Tuesday, he held a summit with Park at Cheong Wa Dae and discussed ways to promote cooperation among the two countries on the occasion of the 55th anniversary of the establishment of diplomatic relations.

»Topics on the agenda included commerce, investment, energy and creativity-based industries, and also possible ways to denuclearize North Korea.

»Park has been underscoring a "creative economy" as a model to bolster the sluggish economy and create more jobs.

Also, I am committed to win the hearts and minds of Malaysian people through public diplomacy,” he told Bernama in an email interview in conjunction with South Korea’s National Foundation Day or known as Gaecheonjeol, which falls on Oct 3. He noted that bilateral ties were “in wonderful shape” and this was not only based on solid trade-investment relations but also the popularity of Korean culture in Malaysia.

»Bilateral cultural and people-to-people exchanges have been blooming in recent years with over 420,000 Korean tourists making their way to Malaysia last year while more than 220,000 Malaysians visited South Korea, he said. “Malaysians tend to be exposed to Korean culture through K-pop, dramas and films, while Koreans experience Malaysian culture through tourism,” the envoy said.

»On bilateral trade the envoy said that volume has almost doubled over the past decade, pointing out that Malaysia was South Korea’s 13th largest trade partner while South Korea was Malaysia’s eighth largest trade partner. »On the international front, the ambassador said that the strong partnership between the two countries, was also thriving in regional and multilateral fora, such as Asean+3, East Asia Summit (EAS), Asia-Pacific Economic Cooperation (APEC) and the United Nations. »In Australia, creative industries currently contribute $90 billion annually to the economy – with CEA arguing that Federal Government support could drive that contribution much higher as it has in the UK and other international economies.

»Speaking at CEA’s annual creative industries summit, Creative3, CEO of CEA, Anna Rooke, said the powerful success of homegrown creative-tech brands such as Canva, Envato, Shoes of Prey, Redbubble and Fame & Partners demonstrates the sector’s growth potential.

»“Australian creative start-ups and entrepreneurs are already holding their own in the innovation space, but our potential could skyrocket with more focused government recognition and strategy – including a shift in the way Arts is implemented into our education system,” said Ms Rooke.

»Australia already has a Minister for the Department of Communications and the Arts, but CEA argues that the focus needs to be shifted towards more commercially orientated ventures than not-for-profit alone to avoid a silo approach of creative industries falling between Innovation and Arts portfolios.

»“Australian grown graphic design platform, Canva, has just doubled its valuation in less than a year to an incredible $458 million,” continued Ms Rooke. “If more creative-tech ventures were recognized as a driver of the Australian economy, we could catapult our $90 billion industry into one of the internationally recognised global leaders.

»“To assist this, the razor sharp focus on STEM needs to be broadened to help students develop at the intersect of creativity, innovation and technology. Adding the Arts into the mix will allow Australia to STEAM ahead in this space,” Ms Rooke added.

»Globally, the creative industries is worth US$2.25 trillion, with creative-tech powerhouse, Disney, pinned as the world’s most powerful brand in 2016. In Australia, the creative industries occupy 6.2 per cent of total Australian employment, outweighing the employment rates of the mining industry and is the fastest growing and second largest industry sector in Sydney.»

«Autumn is a busy time in the calendar of London’s creative economy, beginning with London Fashion Week and the London Design Festival in September, and leading into Frieze Art Fair and the London Film Festival. This is a time when London’s designers, artists and makers converge, and when London promotes itself to the world.

»But it also a time when other cities are trying to harness London’s international profile and promote their own creativity.

»The mayor is well aware of this and, post-Brexit, is keen to use this period to present London as an open city, welcoming people and investment as part of his London is Open campaign. He will no doubt be pleased to be welcoming Chinese cities such as Nanjing, which is exhibiting (@nanjingweek) as a strategic partner of the London Design Festival as well as organising events across the capital.

»Nanjing is not alone in using London as a platform to establish its brand on the world stage. In June this year Shanghai ran an “Amazing Shanghai in London” campaign, bringing businesses and celebrities to help reinforce its profile of the city.

»Nanjing lacks Shanghai's stature. But it was China's capital during the reign of the Ming dynasty, and in the modern era, it developed an economy founded upon industry: cars manufacturing, petrochemicals, iron and steel.

»Contemporary Nanjing has an economy which is more than 60 per cent services, however. It's increasingly trying to follow London's path in diversifying its economy and to make the transition from manufacturing to high-value services, such as creative industries.

»London is about much more than just the commercial creative industries, of course. It is also a centre for education, and in recent years unprecedented numbers of Chinese students have taken courses in London. Indeed, their numbers have increased over 150 per cent in the past five years, with creative arts now second only to business studies as the subject of choice.

»The relationship is symbiotic. London reaps the benefits of attracting international talent and income, and cities like Nanjing can welcome home a newly skilled workforce.

»The question is whether cities like Nanjing can develop their own education offer and grow talent at home. After all, it's been a centre for education in China for over 1,700 years, and in 1907 Nanjing University was the first modern university to be established in the country.

»This history is clearly an important foundation for building a knowledge economy. But successful urban economies such as London’s are built on being globally fluent, attracting international talent and capital in order to create the best ideas, as well as having a tradition in educational practice. China’s total international student population is still under half a million -- there is still significant room for growth.

»Nanjing may be an important pioneer amongst Chinese cities in developing this international outlook: it claims to have undertaken 2000 international commercial projects in the past 30 years. Significantly, the Nanjing delegation in London will also include the CEO of Sanpower Group, a Chinese conglomerate with interests in the energy, media and telecoms, and which recently acquired House of Fraser and Hamleys.

»Sanpower will be making a donation to enable the restoration of Kew Gardens Pagoda (based on an original Nanjing design). It's work in London highlights the ambitions of Chinese businesses to go global.

»For now, London is rightly still perceived as an open and international place for others to build their international profile by dint of association. But it is clear that this position is not guaranteed. When the pace of global urbanisation, the economic might of Chinese industry, and the ambitious outlook of its city leaders are all considered, one has to ask: how long will it be before London seeks to promote itself in cities like Nanjing?»
